SCMP Online Module 7 - Supply Chain Management for the Public Sector

The goal of this module is to develop the abilities of SCMP candidates to become more acquainted with the issues and strategy of public sector supply chain management.  This module is supported by a variety of articles on public sector procurement and supply chain management, along with some website references.

Module Goals

Upon completion of this module candidates should be able to:

  • Describe the unique characteristics of public sector procurement.

  • Identify the stakeholders of public sector supply chains.

  • Understand the unique public (vs. private) sector perspective on supply chain management.

  • Discover the advantages and disadvantages of collaborative procurement.

  • Explain the rationale for competitive bidding in public procurement.

  • Describe the alternatives to competitive bidding (e.g., negotiation and sole sourcing), and identify conditions under which these alternatives could or should be used.

  • Identify the potential benefits and legal issues in public sector online tenders.

  • Describe the unique aspects of ethics in the public sector.

  • Identify lessons for the public sector from the ethics commission reports and scandals.

  • Assume the role of "whistleblower" and consider alternative courses of action.

  • Identify unique challenges and opportunities associated with procurement and supply chain management by the federal government.

  • Identify unique challenges and opportunities associated with procurement and supply chain management by provincial and municipal governments.

  • Understand unique aspects of procurement and supply chain management in the health care and education sectors.

  • In an advisory role to a public sector health care authority, make a recommendation on joining a third-party purchasing cooperative.

  • Describe how sustainability should be a part of the value proposition.


What is the cancellation policy?

You are eligible for a refund minus an administration fee of $150.00 plus tax for cancellation/withdrawal requests received in writing before week 2; thereafter, no refund will be available. Transfer request to a future online course offering is permissible only if received in writing and accompanied by supporting documentation prior to week 3. Credits to be used for future offerings are valid for 12 months from the date of initial payment and will expire if not used in that time frame. When will I be able to access the course?

You will be able to go to the course page one week prior to the course starting. A welcome email will be sent out to you on that day.

How to I contact my instructor?

Your instructor is available to you over the duration of this course. Your Instructor will send you a welcome email within the first couple of days of the course. You can reach our to them with any questions about the course.

Is there a textbook?

There is no textbook required. All materials will be located inside each "session" under the heading "readings.” You can also download the Candidate Manual from the “Overview” page under “Content.”

Is there a Final Exam?

You will have to complete a Module Culminating Assignment, also know as a MCA this will count as your exam. You will have one week to complete it and you must get a minimum of 50% on it to pass the module regardless of your overall grade.

  • Identify and discuss operations transformation processes and relate them to operational conditions such as stages in the product life cycle (PLC).

  • Explain the basic elements of a lean production system (e.g., the Toyota Production System), value-added activity and elimination of waste in the system.

  • Discuss issues concerning the process of new product development, including the management of the prototyping and innovation process.

SCMP Online Module 6 - Global Sourcing03.11.22

March 11 - April 29, 2022

The goal of this module is to help SCMP candidates become more acquainted with the issues and the strategy of global sourcing. This module is supported by a variety of articles on global sourcing, along with some websites on global business and economics.

Module Goals:
Upon completion of this module candidates should be able to:

  • Understand major issues of the global sourcing environment, such as barriers and facilitators to global sourcing, with special reference to low-cost country sourcing

  • Conduct a total cost of ownership (TCO) comparison, including pre-transaction, transaction and post-transaction costs and sourcing an item domestically versus from a low-cost country

  • Identify and discuss some critical business and social issues of sourcing from low-cost countries, including child labour and countertrade

  • Identify important issues in the NAFTA/USMCA sourcing environment, such as drivers and challenges to sourcing from Mexico and the United States

  • Discuss the role and function of intermediaries in global sourcing and compare the costs and benefits of indirect versus direct dealing in global sourcing

  • Recommend when to use various means of payment available to importers/buyers

  • Discuss the impact of currency exchange on global sourcing risk

  • Discuss intellectual property and threats to it, including piracy and counterfeit goods and understand other security issues, including hijacking, bottlenecks and terrorism


SCMP Online Module 8 - Supply Chain Management for Services, Capital Goods and Major Projects03.11.22

The goal of this module is to develop the abilities of SCMP candidates to identify the issues about and develop strategies for service sector supply chain management and large projects supply chain management. This module is supported by a variety of articles on services, large projects and sustainability in procurement.

In earlier modules and workshops, supply chain management was considered in many different contexts. Topics such as logistics, operations management, project management and social responsibility were explored in detail. This module draws upon the knowledge obtained throughout the SCMP Program and applies that knowledge to the service sector, large projects and sustainable supply chains.

Module Goals
Upon completion of this module candidates should be able to:

  • Describe the unique characteristics of services and how they differ from manufactured goods

  • Define growth in the services sector and the need for performance optimization

  • Understand the strategic importance of demand, capacity and yield management

  • Describe collaborative practices and how they impact customer/supplier relationship

  • Describe collaborative planning, forecasting and replenishment

  • Describe the differences and similarities in the capital equipment acquisition process relative to normal operating goods.

Supply chain management (SCM) is the process of strategically managing flows of goods, services, finance and knowledge, along with relationships within and among organizations, to realize greater economic value through:

SCMP Online Module 5 - Knowledge Management

January 14 - March 4, 2022

Knowledge management is the effective management of an organization's knowledge processes to achieve the organization's goals.  The organization's knowledge processes are active gathering, active dissemination and active application of knowledge.

Competitive advantage is achieved through developing and implementing creative and timely business solutions that reuse applicable knowledge and that use newly created knowledge.  Newly created knowledge is referred to as innovation.

The goal of this module is to help candidate understand what knowledge management is, where and how it should be applied and the challenges that go along with implementing knowledge management systems.

This module develops both the technical and behavioral aspects of knowledge management.  This module prepares candidate for assessing the knowledge management systems in their own organizations and making recommendations for improvements in those systems.  The cases examined in this module further apply the concepts and tools learned throughout the module.

Module Goals

Upon completion of this module candidates should be able to:

  • Apply the basic concepts of knowledge management through a series of group and individual assignments

  • Describe the advantages and disadvantages of knowledge management systems and the obstacles to implementing knowledge management systems.

  • Develop a knowledge management strategy for their organization.

  • Identify the importance of strategic alignment and benefits realization for any project.

  • Identify their own role and that of other key stakeholders, in the initiation, design, development or sourcing, operation and evolution of information and knowledge management systems.

SCMP Online Module 2 - Procurement and Supply Management

January 19 - April 20, 2022

Procurement is the process of acquiring goods and services by organizations.  Traditionally, procurement has not been thought of in a strategic sense.  As the percentage of production items that is purchased has risen, so has the importance of procurement.  Procurement is now one of the key strategic elements of an organization.  The goal of this module is for candidates to better understand the strategic role of procurement, as well as tactical approaches that support the strategy.

The focus of this module is on matters of strategic and tactical importance in procurement.  The module starts with a discussion of the key processes that support an organization's strategic procurement goals before comparing strategic and tactical procurement.  A comprehensive procurement strategy backed up by solid procurement tactics supports an organization's goal of providing customers with highly valued products.  Specific tactical matters are considered along the way.

Upon completion of this module candidates should be able to:

  • Analyze, discuss, and present case reports.

  • Understand the elements of procurement strategy

  • Develop procurement strategy

  • Develop and apply tactics that support procurement strategy, including those related to processes, organization, supplier selection and relationships, decision making and technology

  • Analyze or direct others in the analysis of make or buy decisions, price, cost, quality, inventory and total cost of ownership

  • Apply or direct others in the application of tools to evaluate suppliers and produce statements of work

SCMP Online Module 3 - Logistics and Transportation

January 20 - April 21, 2022

Logistics is the management of inventory, in motion and at rest, to serve customers.  The goal of this module is for candidates to develop an understanding of the position and role of logistics in supply chain management, and the need to integrate the logistics functions (primarily customer service, inventory management, transportation and warehousing) as part of the supply chain strategy.  This module covers the fundamental logistics functions, as well as the strategic integration of those functions.

The focus of this module is on strategic management and integration of the logistics functions.  Inventory management is at the heart of logistics with a focus on inventory in motion (transportation) and at rest (warehousing), to provide service to customers.  Module 3 includes discussion on the role of third-party logistics (3PL) providers in logistics and SCM, along with the issue of reverse logistics - moving goods back up the supply chain for various reasons.

Strategic logistics decisions often involve trade-offs, e.g., moving large shipments of goods reduces transportation costs but increases the inventory carrying costs.  Thus, many of the sessions in this module are naturally linked.  A computer simulation included in this module requires candidates to apply concepts and tools learned throughout this module.

Module Goals

Upon completion of this module candidates should be able to:

  • Understand the impact of organizational structure on integrated logistics management

  • Create and run a supply chain simulation model

  • Analyze location alternatives and make a recommendation

  • Use the simulation model to plan for expanding operations and create a report on simulation challenges and results

  • Appreciate inventory cost trade-offs (e.g., carrying costs vs ordering costs)

  • Understand the interaction between transportation and inventory decisions - and compute the ETQ

  • Apply the square root law to estimate impact of centralization and decentralization of facilities on inventory levels

  • Make a recommendation regarding carrier reduction at your organization

  • Create a transportation management system (TMS) RFP for your organization

  • Assess the applicability of cross-docking for your organization

  • Create a warehouse management system (WMS) RFP for your organization

  • Assess the applicability of logistics outsourcing for your organization

  • Develop a framework for 3PL provider selection for your organization

  • Understand sources of returns and reasons for returns

  • Develop an RFP for outsourcing your reverse logistics function
