Join the Office of the Procurement Ombudsman (OPO) session to learn more about what happens when a supplier files a complaint with OPO; how OPO conducts departmental systemic reviews of procurement practices; and what OPO’s dispute resolution services look like.  

We will also be sharing the findings of OPO’s new Knowledge Deepening and Sharing studies on: ‘’Procurement Set-Aside Programs’’ which outlines the use of Set-aside programs in the context of Social procurement; and ‘’National Security Exemption’’ which describes the use of the National Security Exception and its impact to fairness, openness and transparency.

Kelly Kilrea,
Senior Procurement Review Officer Office of the Procurement Ombudsman

Kelly Kilrea has been a member of the Federal Public Service since 2017, previously having worked at the Department of National Defence before joining the Office of the Procurement Ombudsman. Prior to her career in the Federal government, Kelly performed procurement and human resources functions in the private sector. Kelly graduated from the University of Texas Rio Grande Valley with a Bachelor of English and is currently working toward the Certified Federal Specialist in Procurement (CFSP) designation.

Alain Bazinet
Procurement Practices Review Manager Office of the Procurement Ombudsman

Alain Bazinet has been a member of the Federal Public Service since 2008 and has spent the last 6 years at the Office of the Procurement Ombudsman. Over the years, Alain has held various audit related positions at the Canada Revenue Agency, Infrastructure Canada and Shared Services Canada. Alain graduated from the University of Ottawa with a Bachelor of Commerce in Finance and holds a Certified Internal Auditor designation.
